Overall Background

Presently, working as an IP (Internet Protocol) Network Planner for Nokia Pte Ltd, supporting 3G (3^rd generation.) and GPRS ( General packet radio service),  providing Nokia IP solutioning and consultancy in Asia Pacific. Recently being involved in extensive network dimensioning, solutioning and consultancy on 3G and GPRS for some telecommunication operators, such as Globe Telcom (Phillippines), AIS (Advanced Info Services, Thailand), TCC (Taiwan Cellular Corporation) , BACL (Birla AT&T Communications Ltd, India),  SingTel (Singapore Telecommunication) and  Timecel (Malaysia)  in Asia-Pacific region. Previously, working as a Senior Systems Engineer for National Computer Systems Pte Ltd for more than 3 years deploying to support and implement the extensive electronic public services infrastructure for Singapore government. And, looking after the networks and computer security in a government sector, i.e. Land Transport Authority (LTA) for two and half years. Awarded as a Checkpoint Certified Security Administrator since 1998. Graduated from Monash University with a Bachelor of Computing in July 1997. Educated in system programming, networking technology, computer security and application development. Also being employed as a Network Administrator in the National University of Singapore in 1996. Skilled and experienced in administrating networking and computer security resources.

Present Responsibilities

Technical/Professional

•  Providing GPRS tendering  and pre-sales support. Rendering IP network planning support for GPRS sales cases, inclusive of network dimensioning and network architecture solution planning and network element specification.
• Participation on 3G pre-sales, license application and contracting.
• Rendering detailed network planning work and documentation on Asia Pacific GPRS cases, completed Globe, AIS, BTAL and SingTel GPRS trial cases.  Timely delivery of network plans, contents and technical quality meeting customer expectation
• Based on identification of customer needs and current competencies, build competence in specific areas to be able to broadly understand all aspects of transmission and switching/core network planning in IP based (GPRS, EDGE) GSM networks. In the beginning the focus is on 2^nd generation mobile systems and  had subsequently moved on towards 3^rd generation.
• Transfer of competence to new resources taking up a similar role in Asia Pacific or transmission/switching planners in countries.
•  Participate in account team work for customer cases (tenders, RFQs, seminars, defining services, ...) that cover this technical field (or where this field is part of something bigger)
• Based on customer need, Nokia abilities and global definitions, create local services (together with local Planning manager and/or local planners) to serve as input to account team work.
• Assist local planning manager to make cost estimations and make pricing for services offered.
• Participate in global service development 

Customer interaction

•  Participate in meetings with the customer, where this special technical field needs to be covered.
• Presenting and marketing Nokia competence/abilities and Nokia services.
• Based on customer interest, arrange special meetings where customer need is discussed and detailed and agree on specific service scope/service offers (still in coordination with local planning manager and/or local planner).
• Assist in making project plans for offered projects/won projects (together with local planner/manager).
• Network planning in specific projects when a business is confirmed.

Training

•  Develop competence to give standard trainings or workshops (based on customer requests) within this technical area with the team.

General

• Practising Nokia's technical GSM solution.  Deeper understanding needs to be developed in the areas of transmission and switching network architecture and solutions.
• Providing Nokia's GPRS (General packet radio service) solution and the migration path from the current GSM networks towards 3G networks via GPRS.
• Supporting Nokia's marketing efforts or projects in the areas of GPRS core network planning, general IP network planning and 3^rd generation network planning (WCDMA).
• Building  competence in other allocated resources, such as ATM, IPv6, MPLS, VoIP, IP security and other advanced technologies.

Previous Responsibilities

Internet/E-commerce

• Formerly being deployed to implement and manage Netscape Directory, Applications and Web servers for the electronic public service infrastructure for the government.
• Investigate, troubleshoot and rectify operational shortcoming of Netscape Directory, Applications and Web servers' problems. 

Networks

• Manage and maintain the networking environment for LTA, which incorporated ATM, Fast Ethernet and gigabits switching technology.
• Investigate, troubleshoot and rectify operational shortcoming of the network problems, such as Xylan, CISCO and 3Com switches, routers and hubs. 
• Perform day-to-day networks check.
• Plan, design, install, manage and maintain the networking environment
• Investigate and rectify operational shortcoming of the network problems so as to recommend improvement to the existing network.
• Identify, document and update relevant network documentation.
• Responsible for the evaluation, testing, installation, customization and maintenance of networking system software.
• Implement network naming convention, security measures and performance monitoring so that the network performance is meeting the agreed service level.
• Co-ordinate and work with network users on matters concerning additional hardware/software acquisition, user training programs, etc. so as to smooth incorporation the network infrastructure.
• Provide consultation and technical support on hardware and software products so as to ensure appropriate and effective use of network.
• Assist in the evaluation of networking software supplied by manufacturers
• Assist in the evaluation and consultation of tender specifications

IT Security

• Awarded as a Checkpoint Certified Security Administrator since 1998.
• Mainly firewalls administration, troubleshooting and management for the whole LTA since 1997.
• Install, customize and maintain system control software and provide day-to-day support for the system software environment for all firewalls in LTA
• Monitor system performance and perform system tuning to ensure optimal use of system resources.
• Identify, document and update firewall system management standards and procedures.
• Analyse reported problems to determine whether they are caused by system software or hardware malfunctions and take required corrective action, consulting/activating vendor support if necessary.
• Carried out monthly server maintenance and day-to-day server check.

Desktop Services (Inclusive of maintaining Netware and WINNT servers)

• Promote technical support in desktop computing. Install, customize and maintain PC and LAN software and hardware.
• Maintenance and implementation of office automation LAN system with more than 3000 users.
• Responsible for the installation, customization and maintenance of PC and LAN software and hardware so that the system will operate at agreed service levels.
• Train and guide the end-users on the appropriate and effective use of the software and hardware.
• Advise and assist the end-users in the analysis and design of suitable applications of software tools.
• Source, evaluate, test, recommend and implement solution that meets the identified needs of the customers.
• Analyze modifications and enhancement to hardware and software provided by the vendors and determine impact on the existing system.
• Document and update necessary standards and procedures for use and operations of the hardware and software.
