678 - There is no answer.

All versions of Windows - This error can occur if:
a) You are dialing the wrong number.
b) There is a problem at your ISP or in the telephone network. Causes:
(i) Not all telephone networks can support 56K modems. You will probably get a connection speed of 33,600bps or less. Some badly designed 56K modems may always fail to connect. You should check with your telephone company whether your phone line can support 56K modem especially you can get connected with your slower 33.6K modem.
c) You modem fails to handshake with the remote modem within the allotted time. Causes:
(i) The phone line is too noisy. Some badly designed 56K modems may always fail to connect when there is too much noises.
(ii) The modem may be faulty.
(iii) The phone line which connects between the modem and telephone wall socket is faulty. One usual problem is that its copper contacts are heavily oxidized after many years.
(iv) The modem driver may be installed wrongly, corrupted or outdated. It may work if you install the correct modem driver, reinstall the modem driver or install a newer modem driver .(~chohmeng)
Use modem's speaker to listen to connection attempt: Make sure it dials, and make sure you hear remote modem answer tones.
Dial number with regular phone and make sure you hear remote modem answer tones.
Make sure correct phone # is dialed with DUNS - examine Modemlog. (If #
dialed is not displayed, adding E1 to extra settings may help. Note also, you may have your telephony/connection settings
such that long-distance digit is unintentionally being added to your phone number.)
If you hear your modem handshake, and 678 error appears at same time handshake sound ends, you may need to disable 56k or increase the 'Cancel Call if not connected' time in Control Panel-> Modems-> Properties-> Connection

Extra Notes for USB ADSL modems:-
(1) Issue with your ISP.
Solution: According to the
troubleshooting guide for PROLiNK 7000 ADSL Modem, contact your internet service provider if you get either 650/678. For
error 678, it could be ADSL line problem.
(2) Error 678 is usually an indication that TCP/IP has become
corrupt. (source: tiscali.co.uk)
Modem Affected: USB ADSL WAN Adapter (For Sagem) or Speedtouch ISDN Line 1 (For
Speedtouch).
Solution (for Windows XP): (a)
As always try a reboot. (b) Go to "Run" type
"command" and click OK. In the new window, type netsh interface ip reset log.txt and hit "Enter" (all commands should be
typed without the quotes). Then restart the computer. ( This resets the TCP/IP Stack in WinXP ).
Solution (for Windows 98/ME/2000):
(a) Recreate the Dial Up Connection. (b)
Try uninstalling and reinstalling the Modem.
Extra Notes for Ethernet ADSL modems:-
(1) Network Cable Unplugged.
Solution: Basically, you should
check the status on both NIC and CPE. On Win2000 and WinXP, "Network Cable Unplugged" on NIC means there is no connection between
NIC and CPE. On most Ethernet ADSL modems, their Ethernet LED may be indicated as OFF (no light). Firstly, make the network cable
if it has properly connected the modem to the PC. Change the network cable if possible. Secondly, CPE must be powered on.
Thirdly, check if both NIC and CPE with respective vendors.
(2) ADSL line problem. It could be ADSL line problem eg
due to misconfigured/missing virtual circuit. An example of ADSL Ethernet modem is Aztech DSL 900E. For misconfigured/missing
virtual circuit, you will get error 721 on USB modems like Alcatel SpeedTouch USB and PROLiNK 7000 ADSL Modem.

Windows XP Connection Error 678 - (1) Error 678 with USB modem. (2) Error 678 with Ethernet modem
I'm getting error 678 when I try to connect (using PPPoE in Windows XP only) - (1) Enter this in command prompt, "NETSH INTERFACE IP RESET LOG.TXT". This should reset your TCP/IP parameters allowing you to connect again. (Refer to MS KB 299357 - How to Reset Internet Protocol (TCP/IP) in Windows XP)
