WORKING EXPERIENCE
Brief Introduction
The past ten years in the construction industry has been most
fruitful and challenging as I have found that being a Project Manager includes
duties of other staff at times, from co-ordinating M&E activities down
to just typing your own letter and then sending it off. The
very nature of this line enables one to know that just about anything can
be done if the right approach and attitude is taken. This is not
true for most other professional occupations and is evident by the very
presence of this webpage.
The current economic downturn or "crisis" as some may prefer to call it now puts a huge "STOP" sign to many a new young civil engineer, as the job market is quick to cut back on the hiring of civil/structural engineers in the absence of projects (or in the presence of "non-profit" projects) and this will definitely (as history has shown) put a shortage of these professionals in the years to come.
Now for my resume section:
before Aug ’89
Various locations, generally not related to building construction,
beginning with Soil Investigation (Geotechnical) for the MRT Phase 2B,
sales (technical) support for diamond corebits, Prisons Service, etc.
Sep ’89 to Jul ’90 Contract: A&A
Additions and Alterations to United Square, Thomson Road @ $2.5 million
for UOL, Phase 3.
The works involved the removal of all M&E services of the 4th and
32nd storeys, addition of steel I-beams and the casting of the 5th and
33rd storeys. All M&E services were then installed and completed with
Architectural finishes and ID work on the 33rd storey.
Duties included liason with the Clients, Architect, Structural Engineer
and especially the M&E engineer, which was the primary duty. Also,
checking of the steel installation & concrete works. Direct control
of all the M&E subcontractors and M&E schedule.
Aug ’90 to Sep ’90 Contract: HDB repair
Roadworks repair at Jln Eunos for HDB. Uninteresting and was given
little/ no authority and no site control. Position was compromised, resigned
later.
Sep ’90 to Jul ’91 Contract: Turnkey
BP 1400/90 Boatyard &
Offices at 29 Tuas Crescent for M/s Kvaerner Fjellstrand (S) PL @ $16
million.
The project was the construction of 3 main factory buildings, the largest
workshop 180m x 40m, single-storey at 24 m height. Other buildings were
a single-storeyed office, bin centre, guard house and PUB sub-station.
The main feature was the Foreshore
Launching Platform for the boats to be constructed.
Duties included liason with the Architect, structural engineer, M&E
engineer and clients.
There were over 25 subcontractors to be supervised - scheduling and
progress of works which involved RC piling, concrete works, M&E works
(with compressed air) and Architectural works (minimal) and overhead cranes
installation.
Also, covering foreman duties (35 days) and certification of progress
claims by sub-contractors and monthly progress claims (together with the
QS).
Feb ’92 to Nov ’92 Contract: HDB Building
Redevelopment Contract 27 (A/ 467/ 91) at Bukit Merah for HDB.
The project was standard, 4 dwelling blocks (with CD shelter) with
1 MSCP with 1 25-storey point-block totalling 316 units.
Duties included Project Manager’s duties and co-ordination of Architectural
finishes, verification & approval of sub-contractor’s claims with supervision
of retaining wall and ground anchors to it.
Dec ’92 to Dec ’93 Contract: HDB Building
MRTC C604
Similar to above but at Wooodlands and a short spell with MRTC (3 months)
for the Bishan sidings to the Woodlands line (3rd Project Manager in 8
month contract).
Duties included heavy paperwork for MRTC and as Project Manager.
Dec ’93 to Jan ’95 Resident Engineer
Supervision of a 68-units condominium at Tampines (BP 5554 /93) in
the capacity of Resident Engineer including supervision of one ½
basement (+ sheet piling).
Duties were standard for RE position & attended course of Advanced
Diploma in Project Management (2 years) at the Singapore Polytechnic. (Sharpen
contract management skills).
Feb ’95 to Oct ’95 Contract: Various
Project Manager assigned to different locations of ‘troubled’ spots
to move the projects which were sluggish. Last location was the A&A
project at the Tg Pagar Community Centre.
Oct ’95 to Feb ’96 Contract: Building
Project Manager for the Far East Organisations’ Golden Palms Mansion
(4-storey condominium) at Lor K Telok Kurau to move the slow (6 months
delayed) project.
Main contractor went bankrupt on this project.
Feb ’96 to Jun ’96 Contract: PSA Bldg.
Initiated joint-venture contract for the PSA New Container terminal
3 at Pasir Panjang which was by JDC-Santarli Construction and laid groundwork
for construction.
Jun ’96 to Jul
2k Contracts: Various (Same company)
Main contract supervision of 2 contracts : Bishan
Sports Complex for the Singapore Sports Council and a factory for M/s
Tatlee Engineering at Chia Ping Road as Construction Manager with Project
Managers at both sites. Duties mainly to troubleshoot and handle contract
supervision only. These projects were handed over on or before the Contract
Completion Dates.
Both contracts on SIA 90.
Currently working on a building at Tengah
performing duties as a M & E co-ordinator with the same company.
Also helping out with an Additions & Alterations building at Lorong
Telok (that's
in town) which is within the Conservation
Area, restoring 3 units (3-storeys each) at 24, 25 and 26.
These buildings were built around the early 20th Century and
have seen WW2, and are SO old ...
The project as of Apr 2000 has been successfully completed with warranties
currently operational (for the next one year) and the roofing/ waterproofing
till 2010 !.
Jul 2k to present : Working part-time at the moment, but still looking
for a good place to settle down ! and that's anywhere in the world ...
General Duties as Project Manager for the above contracts:
a. Forward planning of works – 2 months ahead for most items, more for
foreign materials. Reflecting such on MS Project during the planning stage.
b. Continous updating of administrative work (correspondence) and filing.
c. Preparation and attendance to consultant’s meetings.
d. Preparation and attendance to subcontractor’s meetings.
e. Handling day-to-day activities with subordinate staff, sometimes
extending to personal matters and recreational activities to foster closer
internal ties.
f. Handling difficult sub-contractors.
g. Handling site supervisory officers not willing to perform their
tasks well.
h. Checking and updating site construction drawings with engineers
and foremen and ensuring that superceded drawings are not used. Updating
and recording changes in the contract upon verbal or written changes being
made by consultants.
i. Looking into new and cheaper products when free, as well as new
technologies.
j. Updating site-staff on new regulations and codes of practice whenever
possible.
k. Regular site meetings with site staff, subcontractors and suppliers.
l. Ensuring that the site activities proceed smoothly with safety features
in place according to regulations and common sense.
m. Handling submissions as per contract provisions, including test
procedures.
