PCF Headstart Fund

The PCF Headstart Fund has been set up to reach out to financially burdened families. The Headstart Fund aims to help needy young children aged from 4 to 10 to have a good grounding in their early years of education.

A unique feature in the implementation of this fund is that a befriender (mentor) will be assigned to follow-up with the child and his family on a regular basis. 

Two types of assistance will be available:

1. Successful applicants will receive up to a maximum of $50 a month or $600 a year

2.Successful applicants who have special needs 
(eg. hearing/ visually impaired, autistic, Down Syndrome) will receive up to a maximum of $100 a month or $1,200 a year.

Criteria
To qualify, the child must be a Singapore Citizen. At least one parent must be a Singapore Citizen with a combined net income (after CPF) of $1,000 or less. The child must also be enrolled in an approved kindergarten / school / institution.

Applications will begin in the first quarter of 2004. Application forms are available from any PCF centre (kindergarten / childcare centre / student care centre) in the constituencies or at the PAP MPs' office during the Meet-the-People session.
